Why do Ho Chi Minh City Japantown Hostess Bars use U.S. dollars ($USD) in their menus and calculate their prices?

Honestly, I have no idea, but all of the bars do this. It's kinda like a tradition of sorts. I've been told that it allows foreign customers to understand and calculate the prices of everything easily. But be sure to go to an honest and reputable bar because some bars will mess around with the exchange rate and overcharge you.
